After 6 hours of configuration, it all works together. I thought I might share the solution, so the next person could do it in 15 minutes.

Goal:

1. Use SDRPlay as a PanAdapter (HDSDR software) for my Kenwood TS-590SG.
2. Continue to use LOGic 9 with full log/rig/spotting control of the TS-590SG.
3. Be able to move the VFO on the 590sg and have it show on the HDSDR screen.
4. Be able to double click the Freq box in LOGic 9 and have it read the info from the TS-590SG

Here is what it took:

SDRPlay (hardware radio), $149, HRO.

Download HDSDR software (free)

Download Omni-Rig software (free)

Download Virtual Serial Ports Emulator (eterlogic.com) May require license...not sure yet.
(the 32 bi version is free, the 64 bit version is 24.95, I'm using the 64 bit version
and have not finished registering it, but it is still working)

Configuration:

1. SDRPlay has a fantastic web site which steps you through all the required driver and software, including HDSDR. Go to the web site and follow their instructions: they work and it's easy to screw things up if you don't use their excellent help.

2. Install Virtual Serial Port Emulator.

Configure: If your real serial port on your computer to the TS-590SG is COM3 (115,200, 8,N,1) RTS+DTR:

Create Device as Splitter (Splitter is Drop Down Menu..default is Connect)
Source Device COM3 with above settings.
Splitter Device = COM7 (in my case, pick a number on your machine not in use)
COM7 is now the split device, there are two COM7's and we are going to use them both.

3. Install/Configure Omni-Rig using COM7 settings. (Choose TS-590 for radio of course)

4. Start HDSDR (the program that controls the SDR hardware)

Options > CAT to Radio (omni-rig)...will show RIG1...that's what you defined in 3 above.

At this point:

HDSDR should talk with the 590SG. Moving 590 vfo shows on HDSDR screen. Clicking on HDSDR
waterfall should change TS-590SG VFO.

Once this working, let's get LOGic 9 to integrate:

Tools > Setup > Misc Ham Setup Rig/TNC etc

Radio 850 590 etc....in list
COM 7 with settings as above.

Done!

Now: LOGic 9 is using COM7 (virtual) to talk directly to the TS-590SG
HDSDR is Using Omni-Rig (configured for COM7 virtual) to talk to SDRPlay (hardware SDR)

What makes it work:

Virtual Serial Port Emulator Allows COM7 to be shared and causes both COM7's (LOGic and Omni-Rig) to talk to the Kenwood TS-590SG on the Computer's COM3 (the real hardware port on the computer)

N.B.

On the TS-590SG:

Go into Menu 85 and set it to ANTENNA. This causes the rear jack labled DRV to become an antenna splitter, so whatever antenna you have on the 590SG is split out to that RCA jack. Plug your SDR into that RCA jack (requires SMA Male to RCA Male) and you have an antenna on the SDR that is the same as your main antenna (6 meters even follows). This antenna port is isolated from the transmitter, so you won't blow up your SDR. It works fine and is safe at the 100w level, I haven't confirmed my 600w amp won't cause trouble. The DRV out jack on the 590SG is somewhat isolated, but I don't know how much.

At this point I have full inter-operability:

Any freq change on the VFO dial of the 590SG, shows in HDSDR (in real time)
Any freq change in HDSDR freq, shows on the 590SG display (in real time)
Entering a Call in LOGic 9 and hitting TAB causes the DATE/TIME/FREQ to be updated.
or
Just double clicking in the Freq box will read the freq from the 590SG.

Hope this helps someone who uses LOGic 9 and wants to have an SDR Panadapter.
